Such a dreamy outfit and even more beautiful for individual bits being passed down from your relatives :)
I use photoshop to do my animations but there are quite a few free animated gif makers out there.
For instance http://www.makeagif.com/ which will let you choose between a few speeds and whether to loop or not to loop. The only thing missing is the chance to have different timings for the individual frames but there might just be one out there if you have a look around :)
Its just occurred to me that you look like somone I know. I'll link you to a picture on facebook some day!
